Led by the Labor Union of Zhe Jiang Province, the non-profit  institute was founded by volunteers from labor culture union, literal workers from employees and corporation culture workers. It mainly engages in cultural academic research and cultural activities among employees.

At present, the institute has 48 fellowship members and 250 individual members, holding lectures, proseminar and training annually, and has already made great progress in promoting the average stuff of employees in the province.
