To research, formulate and implement the development strategy, policies and plans of provincial cultural and art undertakings and manage provincial professional cultural and art undertakings; to regulate the developing structure and layout of provincial cultural and art undertakings; to research and direct administrative system renovation of art troupes; to macro-direct artistic creation and production; to organize and guide major provincial cultural activities; to direct the professional work of affiliated art units.
