To research, formulate and implement the development plan on provincial cultural & art qualified personnel; to promote the renovation on provincial cultural undertakings system and provincial personnel system of cultural units; to be responsible for works of the department and affiliated units concerned unit structure, personnel affairs and labor wages; to be responsible for provincial artistic education; to implement the qualification examination of social cultural society.
